Tom Spetnagel Jr. was elected City Auditor on November 3rd, 2009 at the age of 27, making him the youngest City Auditor in the State of Ohio. Tom is a licensed attorney with 2 years of experience in private practice in Chillicothe. He is also married to Breanne with whom he has one child, Tre. Tom is a member of the following organizations: the Government Finance Officers Association, the Ohio State Bar Association, the Ross County Bar Association, and the Ohio Association for Justice.

The City Auditor is responsible for supervising the Chillicothe Income Tax Department, as well as overseeing the city's payroll, accounts payable and receivable, and fixed assets. The Auditor also assists the Mayor in preparing the city's annual budget and estimates the revenue that will be generated throughout the year. As each department uses its appropriations during the year, the Auditor updates the available balance in each fund and makes recommendations for proper budgeting.
